Full Employment and Welfare Benefits Bill.
The government has re affirmed its hard line stance on welfare benefits and will continue with its freeze on tax credits, working benefits and child benefits, along with the contentious move to lower the benefits cap, this alongside its ambitious aspiration of achieving full employment.
The logic is to ensure that it is more beneficial to be in work than on benefits whilst still ensuring those in greatest need are cared for, the aim is to create 3 million new apprenticeships and 2 million new jobs, along with the training and support needed.
In summary the main features of the bill are:-
Benefits rates-The new law will hold the rates for a number of benefits until 2017, the payments for pensioners, and statutory payments are exempt from this.
Reduction of the Benefits cap-This will be lowered to the new level of £23,000 some exemptions apply and it is advisable that you speak to the benefits agency if you are in any doubt.
Progress reporting-The Government will introduce reports to assess how the new goals are being met, and will report on full employment, apprenticeships and the troubled families program.
The reports will also cover the future youth offer, details available via the government web site.
